I live ten minutes from Shibuya Scramble Square and I have been up the rooftop in every kind of weather it opens in, so the sorting here is not by commission. It is by what the booking actually contains. First the six tours that include SHIBUYA SKY admission, because that is the only reason most people are reading this. Then the walking tour that does not include it and never claims to. Then the private whole-day car, which is a different purchase altogether.

The tours that include SHIBUYA SKY admission
The flagship night tour at $115 is the most-booked of the set and the one I would hand to someone with a single free evening. Two hours, an evening departure from the Hachikō statue, a guide who takes a 3D digital photo of you, 4.7 from 125 reviews. The pop culture walk at $73 is the cheapest booking that still includes the ticket, which makes it the one I recommend most often to people who only want the entry and a bit of context. It is a daytime walk covering youth culture, fashion, music and the Shibuya rebuild, meeting at the SHIBU HACHI BOX beside Hachikō. It holds a 5.0, but from seven reviews, so treat that score as a sketch rather than a verdict.
The daytime tour at $90 is the one with a chance of Mount Fuji, because clear morning air is the only condition under which you see it. The walk that does not include the ticket
The highlights walk at $13 is the most-reviewed tour on this site by a wide margin, 4.9 from 614 reviews, and it does not go up SHIBUYA SKY. It uses a free public high viewpoint over the Crossing instead, which is lower and less dramatic, and the listing says so. Ninety minutes, food and drinks included, meeting in front of the SHIBU HACHI BOX near the Hachikō Gate. James from the United Kingdom described his guide Maya as “excellent and incredibly knowledgeable”. If the rooftop is not the point for you, this is the honest answer.
The private day
The private tour is $295 for the whole group of up to five, not per person, and it runs ten hours with hotel pickup and a van: Sensō-ji, Meiji Shrine, then two hours at SHIBUYA SKY. Four reviews, all glowing, which is four reviews. Brandy from the United States wrote that “Baba was an amazing driver and guide during our Tokyo tour”.
